 Over the last year matter of security has become very important in Russia and Europe. This comes as no surprise taking into account official statistics of the Russian Ministry of Internal Affairs: crime rate increased 22, 8 per cent in 2007 as compared to 2006. Law enforcement authorities’ attribute 55, 7 per cent of all offences to offences against private property.
